CIRCEOS Statute

INTERUNIVERSITY CENTRE FOR RESEARCH AND  COOPERATION WITH EASTERN  AND SOUTH-EASTERN EUROPE (CIRCEOS)


We, the Representatives of Italian, European Eastern and South-Eastern Universities, convened today, 17th March 2003, on the initiative of the University of Bari, to implement the scientific and cultural partnership with and among European Eastern and South-Eastern Universities, and to promote the unification of European University systems, found the Interuniversity Centre for Research and Cooperation with Eastern and South-Eastern Europe, henceforth referred to as C.I.R.C.E.O.S.
STATUTE

Art. 1 – Aims of CIRCEOS

   The University of Bari proposes to bring into being interuniversity and scientific-cultural cooperation also through carrying out activities relating to training, research and teaching which may be undertaken through the diffusion, at a highly qualified level, of the Italian language and culture, with reference to the following broad subject areas:
1.    Language and humanities;
2.    Law and economics;
3.    Technical subjects and science;
4.    Medicine and biology.
In order to carry out its aim, CIRCEOS proposes to:
•    draw up and stipulate agreements with universities from Eastern and South-Eastern Europe;
•    promote research and permanent training at the universities which are members of the Centre;
•    organize distance-learning degree courses and study courses, through the Internet, videoconferences, computer-conferences;
•    organize courses, specialization courses, short-term courses and workshops for the diffusion of the Italian language and culture which come within the broad subject areas outlined above;
•    encourage the collection, exchange and diffusion of documentation and publications;
•    organize initiatives also within the framework of cooperation with transnational research bodies,
•    organize cooperation activities with local and national bodies,
•    encourage the involvement of institutions, of primary and secondary schools, and the world of business,
•    organize student exchanges,
•    coordinate all types of activities relating to interuniversity cooperation with particular reference to the establishment of a body which can link the universities of Eastern and South-Eastern Europe by means of a Permanent Conference of Universities of Eastern and South-Eastern Europe.

Art. 2 – Seat and organization of CIRCEOS

   For legal, administrative and organizational purposes the Centre’s seat is at the University of Bari. Responsibility for the administrative and accountancy side is entrusted to a person with managerial qualifications, even to a retired person, for a period of three years with the possibility of being re-elected only once consecutively.
   The Centre is organized into Operational Units, on the basis of the four broad subject areas referred to in art. 1, with up to a maximum of eight units, which represent the functional branches of the Centre.
   CIRCEOS has a duration of nine years; the term may be renewed.

Art. 3 – Members of CIRCEOS

   Universities from Eastern and South-Eastern Europe may be members of CIRCEOS if they so request.
   Membership may also be extended to other Italian universities,  and to private and state bodies and institutions from Italy and from Eastern and South-Eastern countries.




Art. 4 – Executive bodies of CIRCEOS

   The following are the executive bodies of CIRCEOS: the Members’ Assembly, the President, the Board of Directors and the Scientific Director.
   The Members’ Assembly is composed of the Rectors and of the representatives of the bodies which are members of the Centre. The Assembly elects as President one of the Rectors from the universities which are members of the Centre, and two vice-presidents. The assembly meets ordinarily once a year and extraordinarily every time the President considers it necessary or when at least five members request a meeting.
   The President represents the Centre, calls and presides over the Assembly and the Board of Directors, oversees the general functioning of the Centre and carries out all the attributions involving the Centre. The President proposes the members of the Executive Committee to the Board of Directors. The office of Presidency lasts three years and may be renewed by election only once consecutively.
   The Board of Directors is composed of the President, the Scientific Director, the Head of Administration, up to eight coordinators of the Operational Units (two for each of the four broad subject areas referred to in art. 1), and two representatives of those Bodies and Institutions which are members of the Centre.
   The Board of Directors examines and passes judgement on the requests for membership to the Centre, it is concerned with the enforcement of the general guidelines of the Centre’s activities as laid down by the President and the Members’ Assembly. It elects the Centre’s Scientific Director; it assumes responsibility for the deliberations relating to the running of the Centre, it passes its budget, it approves the Regulations on the functioning of the Centre, it sets up bodies which it deems necessary. It is called to meet once every six months or each time that at least two thirds of its members request a meeting. Meetings are valid if, at the first convocation, at least half plus one of those entitled to be on the Board are present.
   Deliberations are passed by an absolute majority of those present.
   The Board of Directors elects the Executive Committee, which is composed of the President, the Scientific Director, the Head of Administration and up to four other members proposed by the President and by the Scientific Director.
   The Scientific Director of the Centre is designated by the Assembly out of the professors from the universities which are members of the Centre. The Scientific Director coordinates the activity of research, teaching and training of the Operational Units. The Scientific Director remains in office for three years and may be re-elected only once consecutively.

Art. 5 – Financing

   CIRCEOS operates through financing coming from the Ministries of the countries involved, from universities or university centres, research bodies, public and state bodies and institutions, both nationally and internationally, and the European Union.
   The administrative and accountancy management of the Centre is carried out according to the provisions regulating the Administration, Finances and Accountancy of the University of Bari, the Centre’s seat.

Art. 6 – Transitory and final provisions

   Until the approval of the Regulations and their functioning, the President of CIRCEOS shall be the Rector of the University of Bari.
   It is possible to attend the Members’ Assembly by delegation.
   The present Statute may be modified by the Members’ Assembly by a vote from two thirds of its members.
